PERTH, Aug 5 AAP - The federal government should abandon plans to introduce a carbon
tax while international markets are in turmoil, Acting Opposition Leader Julie Bishop
says.

She told reporters in Perth on Friday that business and consumer confidence in Australia
was still fragile.

"The Australian government should not be imposing a carbon tax on our economy at this time."

Ms Bishop said the proposed tax was creating enormous uncertainty, particularly among
small businesses who would not receive compensation for the increased costs they would
have to bear.

She said the government should drop plans for the tax and wait for the next election.

"The government has to accept that the Australian people do not want a carbon tax," she said.

Ms Bishop said the tax would cause "enormous economic pain for very little environmental gain.

VIC:Metro assesses safety of armed officers

MELBOURNE, April 11 AAP - Melbourne passenger train operator Metro is reportedly conducting
a safety assessment of the state government's plan to have armed protective services officers
at train stations.

The Baillieu government's promise to have two armed officers at every metropolitan
station and major regional stations from 6pm until the last train was one of its key promises
before it won office last year.

Metro is undertaking a risk assessment of the prospect of having 940 promised armed
guards at train stations, The Age newspaper reports on Monday.

Last August, Metro chief executive Andrew Lezala said he did not want anyone with guns
on the rail network, except Victoria Police officers.

"The London shooting was very traumatic for all of us in the London Underground at
the time," he told reporters in August.

Mr Lezala was referring to the police shooting of an innocent young Brazilian man on
an Underground train in the aftermath of the London bombings in July 2005.

"I guess I've just got an aversion to having a lot of people with guns on the railway," he said.

SYDNEY, April 3 AAP - A 61-year-old Tamworth man has died after a speed boat accident
on the Manning River at Taree, on the NSW mid-north coast.

Police said the man was competing in a race when his power boat flipped about 5pm (AEDT)
on Saturday, knocking him unconscious.

Rescue divers pulled him from the water seconds later and began CPR.

He could not be revived, and was pronounced dead at Manning Base Hospital a short time later.

Police are investigating and have seized the boat for mechanical examination.

SA: Judge refuses to set new non-parole period for sex killer

A judge has refused to set a new non-parole period for one of Australia's most notorious
killers .. saying it could lead to the murderer's release from jail.

VON EINEM who is serving a life sentence for the 1983 sex murder of a 15 year-old Adelaide
was this year sentenced to three months jail for possessing child pornography in his cell
.. prompting a review of his non-parole period.

But today South Australian Supreme Court Justice JOHN SULAN has ruled that to impose
a new non-parole period on the 63 year-old would mean the convicted killer would be eligible
to apply for parole.

Just in June this year VON EINEM was deemed a dangerous offender never to be released.

The New South Wales opposition will refer claims of a cover-up over the escape of a
prisoner from a Sydney jail to the corruption watchdog.

Sydney man ALEX MIHAIL managed to leave Long Bay Correctional Complex unnoticed last Wednesday.

The 50-year-old low-security prisoner was serving a sentence for motor vehicle theft
and traffic offences.

Prison authorities deny he walked out the front gate of the jail .. past private security guards.

But the Seven Network says police were never called to the area of fence where they
say he did escape.

Opposition justice spokesman GREG SMITH says he'll refer the matter to the Independent
Commission Against Corruption.

Qantas says an investigation by the aviation watchdog will allow the airline to re-establish
its safety credentials.

The Civil Aviation Safety Authority's looking into the airline's safety and maintenance
operations .. following three mid-air emergencies on its jets in less than 10 days.

Qantas head of engineering .. DAVID COX .. says the investigation will prove the incidents
were part of the normal run of business activities.

And CASA says it has no evidence to suggest safety standards have slipped.

A new report suggests teachers should be paid according to their performance .. and
the best should receive more than 100-thousand dollars a year.

The study .. commissioned by the Australian Education Union .. adds weight to the push
for higher salaries started earlier this year by the Business Council of Australia.

Conducted by the University of New South Wales .. it suggests a set of national standards
to assess teachers who want to be classified.

AEU federal president ANGELO GAVRIELATOS says rewarding salary and career structures

Vic: Hospital scientists threaten state-wide strikes

MELBOURNE, Feb 10 AAP - Medical scientists at the centre of continuing industrial action
are threatening strikes at hospitals across Victoria if wage talks continue to drag on.

Rolling 24-hour stoppages are expected tomorrow at the Royal Melbourne Hospital, Western
Hospital Footscray, Sunshine Hospital, Williamstown Hospital, Melbourne Extended Care
and North West Mental Health.

The industrial action - spearheaded by the Medical Scientists' Association of Victoria
(MSAV) - is over a dispute with the state government over a new pay deal.

Association secretary Rosemary Kelly said the government had yet to make a formal wages
offer, despite continued talks at the industrial relations commission last week.

"Their negotiating position fails to give our members increases equivalent to nurses,
and they expect our members to accept a later date for any increase to come into effect,"

Dr Kelly said.

"The government has dug its heels in and turned its back on patients in Victoria's hospitals.

"It's demonstrated that it cares little about hospital waiting lists or the standard
of care provided to patients."

The union - which represents specialists such as pathology scientists, neuroscientists,
respiratory scientists, sleep scientists, dietitians and psychologists - is seeking the
same wages agreement won by Victorian nurses last year.

After drawn-out negotiations and industrial action, the nurses accepted a pay deal
above the Victorian government's uniform 3.25 per cent a year for three years.

CANBERRA, Aug 23 AAP - The federal environment minister's attack on a confidant of
Prime Minister John Howard for campaigning against him is an embarrassment, Labor's candidate
for Wentworth says.

Geoffrey Cousins, a former adviser to Mr Howard and government appointed director of
Telstra, is lobbying against Environment Minister Malcolm Turnbull in his seat of Wentworth
for not blocking Tasmania's proposed pulp mill.

Mr Turnbull accused Mr Cousins of bullying him to act against the law and said he was
not fit to be a company director.

Labor's candidate for the marginal inner Sydney seat of Wentworth, George Newhouse,
said the attack was an embarrassment for Mr Turnbull.

"Mr Turnbull's outburst is an embarrassment," Mr Newhouse told ABC radio.

Mr Newhouse said fast-tracking approval for the controversial Tasmanian pulp does concern
voters in his electorate.

"What the people of Wentworth do care about is the fact that Malcolm Turnbull is not
listening to them or to anyone in respect of his portfolio or in respect of their local
concerns," he said.

"I've had people who have come to me trying to make their point to Mr Turnbull and
he has ignored them he's refused to respond to them.

"He (Turnbull) hasn't abused them in the way that he's abused Geoffrey Cousins but
if that's the way he's treating Mr Cousins you can imagine the response that other people
in the electorate are getting on this (pulp mill) issue."

MIAMI (AP) _ Seven men accused of trying to blow up the Sears Tower with help from al-Qaida never actually made contact with the terrorist network and were instead caught in an FBI sting involving an informant who posed as an al-Qaida operative, authorities said Friday. Federal prosecutors said the men _ who operated out of a warehouse in Miami's blighted Liberty City section _ took an oath to al-Qaida and plotted to create an "Islamic Army" bent on violence against the United States. Five of those arrested are U.S. citizens.

WASHINGTON (AP) _ The Navy has begun a criminal investigation after Social Security numbers and other personal data for 28,000 sailors and family members were found on a civilian Web site. The Navy said Friday the information was in five documents and included people's names, birth dates and Social Security numbers. Navy spokesman Lt. Justin Cole would not identify the Web site or its owner, but said the information had been removed. He would not provide any details about how the information ended up on the site.

WASHINGTON (AP) _ Transportation Secretary Norman Mineta, who helped rebuild confidence in U.S. airports and flying after the Sept. 11 attacks, said Friday he's leaving the Bush administration. "It is time for me to move on to other challenges," Mineta said in a letter to President Bush.

CAIRO, Egypt (AP) _ Al-Qaida's No. 2 leader paid tribute to the slain Abu Musab al-Zarqawi in a video Friday, extolling him as "the prince of martyrs" despite the rocky relationship that the terrorist leader in Iraq had with the al-Qaida command. The video, aired on the Qatari-based TV channel Al-Jazeera, was the first acknowledgment by al-Qaida's central leadership of the death of al-Zarqawi, who was killed in a U.S. airstrike northeast of Baghdad on June 7.

WASHINGTON (AP) _ Take it from Michael Chertoff: The Homeland Security Department is no "24." Chertoff, the department's secretary, said Friday he doesn't have a way-cool, state-of-the-art Counter Terrorist Unit like the one on the Fox TV show. Bad guys aren't foiled on an hourly basis. And not everybody is romantically involved with co-workers. So by the time the clock stopped on a two-hour panel that included "24" cast members, Washington policy wonks and Rush Limbaugh, some mythical similarities between the show and the government's counterterrorism campaign had been debunked. And that was none too soon for Mary Lynn Rajskub, who plays techno-chick Chloe O'Brian on "24," and clearly had her fill of those who take the show a mite too seriously.

Scores of starving baby pelicans _ emaciated, cold and too weak to fly _ are washing up on California beaches in disturbing numbers this spring. The underfed California brown pelicans have stirred concerns over the endangered species, which in recent years has shown strong signs of recovery. Biologists say the recovery could actually be the source of the problem: There are more pelicans competing for food.

COLOGNE, Germany (AP) _ France finally won its game of brinkmanship and a World Cup game for the first time since capturing the title eight years ago. Teetering on the edge of another embarrassing first-round elimination from the World Cup, the 1998 champion beat Togo 2-0 on Friday to advance to the final 16 for a game against Spain. Patrick Vieira, leading the team in place of suspended star Zinedine Zidane, scored the first goal on his 30th birthday and set up the second for Thierry Henry in a six-minute span in the second half to help France advance as the second-place team in Group G with five points. Switzerland finished first after beating South Korea 2-0.

FDA wants to be No. 1 web site

Add the FDA to the horde of web sites scuffling to become the American healthcare consumer's first port of call for user-friendly, reliable information on healthcare products, their risks, and benefits. In recent months, two of the agency's leading policy makers in the drug and medical device areas have begun urging popularization of FDA drug and device information at www.fda.gov

Most recently, FDA Senior Medical Advisor Murray M. Lumpkin told Dickinson's DTC Marketer in November that putting all of the sire's drug information into lay language is a "must" that should be part of the FDA mission.

Patient awareness is becoming a more critical element of risk management, Lumpkin said. This means presenting information to them in an understandable way, even if the incidence of serious health risks is very low. Using different media, like the Internet and unit-of-use packaging with information that can't be thrown away are ideas that need to be considered, he said. "There are a lot of different tools that people can use and I think that we are going to continue to look that much harder."

Prempro DTC is educational

A new year-long DTC campaign for American Home Products' Prempro (conjugated estrogens/medroxy-progesterone acetate tablets) 0.625mg/5mg that opened in September is geared to motivating women to learn more about estrogen loss and then see their doctor to ask about Prempro. AHP's Doug Petkus told Dickinson's DTC Marketer that although the campaign's 15-second TV spots are branded, the intent is educational and informative. Supporting the TV spots, which are running on national and cable news and entertainment shows, are full-page ads in magazines targeting women over the age of 45. Among the magazines being used are Martha Stewart Living, Ladies' Home Journal, and Woman's Day. "The print ads focus on symptomatic relief provided by Prempro and prevention of osteoporosis," Petkus says.

Anti-DTC group names targets

RxIntelligence, a Blue Cross and Blue Shield company established to counter DTC ads by providing what the Blues say will be credible and objective information about the risks, efficacy, and interchangeability of new and existing pharmaceuticals, says its first studies will cover the generic substitution of levothyroxine, the therapeutic interchangeability of proton pump inhibitors, and the therapeutic interchangeability of COX-2 inhibitors and NSAIDs. Results are expected to be announced during the last quarter of this year.

RxIntelligence Chairman Allan Korn, M.D., who also is chief medical officer of the Blue Cross and Blue Shield Association, says the group's goal is to "give physicians and patients the information they need to make fully informed prescribing decisions. Physicians, health plans, and patients are malting treatment decisions without all of the relevant information." He expressed optimism that his firm's first efforts will "lay the groundwork for what healthcare industry leaders, policy makers, media, and, ultimately, the consumer can expect as we move forward."

Pull Renova ad, FDA tells J&J

A Johnson & Johnson Renova (tretinoin) direct-to-consumer ad appearing in the July/August issue of Martha Stewart Living should not be used again because of the misleading claims it contains, the Food and Drug Administration told the company in a 10/13 letter. The FDA's Division of Drug Marketing, Advertising, and Communications (DDMAC) objected to the ad's presentation of claims that implied Renova is more effective than demonstrated.

For example, the ad prominently displayed subheaders -- "Only Renova is approved ... to reduce fine wrinkles" and "Renova actually changes your skin" -- while actual indication and limiting information was presented in a "non-prominent manner," charged DDMAC Regulatory Review Officer Cheryl Roberts in the letter.

"J&J does not prominently present that Renova must be used in conjunction with a comprehensive skin care and sun-avoidance program," she continued. Renova's approved labeling also indicates that many patients receive desired effects on fine wrinkling from skin care and sun avoidance programs and emollient creams that do not contain tretinoin, Roberts said.

What if a DTC drug were recalled?

Prescription drug product recalls are soaring -- up 60 percent in the latest 12 months. Just recently, brands like Suprax, Lodine, Synercid and SangCya, have been involved. So far, no brand has been recalled -- but what if one were? That's not a question that has caught the attention of the Food and Drug Administration's Division of Drug Marketing, Advertising, and Communications (DDMAC), which says it spends most of its time "putting out fires" instead of planning for things that haven't happened yet.

But when Dickinson's DTC Marketer asked DDMAC Branch Chief for DTC Nancy Ostrove about this, she said numerous options would be considered -- including using DTC ads to communicate a safety-related recall. That could be applicable in the case of broadcast ads that might be running at the time of a safety-related recall involving, say, just a few lots of the advertised product, Ostrove speculated. "It would depend on the circumstances," she said. "If an imminent hazard came up, it seems to me we would want to do as much as possible." Options could run the gamut from asking for a "character scroll" to accompany a running DTC ad for a drug that was being recalled, to asking that DTC ads be canceled to protect public health.

"It's not something that we've thought about," Ostrove concluded. But perhaps it is a question DTC marketers should be thinking about.

Pfizer links Zoloft and sports

Consumers will be provided depression education and treatment information as part of a joint Pfizer/Women's Sports Foundation sponsorship of "Minds in Motion Depression Awareness Campaign." Top female athletes, including Olympic soccer star Julie Foudy, basketball All-Star Teresa Weatherspoon, and diver Wendy Williams will help raise awareness that "depression is a serious medical condition that can be effectively treated with medication and psychotherapy, and some individuals can benefit from a depression treatment regimen that also includes exercise," Pfizer said in announcing the campaign.

Sports footwear retailer, The Athlete's Foot, is partnering in the campaign to feature depression awareness in-store displays throughout the U.S.

The athletes will also make special appearances at select store locations through April 2001, Pfizer said. Consumer information and treatment information, such as information on Pfizer's anti-depressant Zoloft will be provided as part of the campaign. Consumers can also answer a confidential depression survey to see if they have any of the symptoms of depression. Visicol links with Couric

InKine Pharmaceutical Company is partnering with the National Colorectal Cancer Research Alliance (NCCRA) as part of the company's launch strategy for its recently approved Visicol tablets (sodium phosphate), indicated for cleansing of the bowel as a preparation for colonoscopy. Visicol is the first and only FDA-approved bowel-cleansing tablet. Current cleansing products are in liquid form and require the ingestion of between one to four liters, the company said. The products are "foul tasting" and often cause nausea and vomiting. The NCCRA was co-founded earlier this year by NBC Today show co-anchor Katie Couric to raise public awareness to the nation's second leading cancer killer and improve preventive and diagnostic measures. Couric's husband, Jay Monohan, died of colorectal cancer in 1998.

FDA finds Periostat DTC ads 'violative'

Two television broadcast advertisements and a print advertisement for Collagenex Pharmaceuticals' Periostat (doxycycline hyclate) 20 mg capsules are misleading, the Food and Drug Administration's Division of Drug Marketing, Advertising, and Communications charged in a recent letter. Upon reviewing the company's advertising submissions, the DDMAC found that a 15-second "reminder" TV ad was, in fact, a full product ad because it implied Periostat was a dental product intended for the treatment of gums. For example, it stated that a dentist prescribed the drug and included "GUMS" as part of a telephone number (877 894-GUMS). The 60-second "full product" ad, the DDMAC said, was violative because it omitted certain risk information.

Overbuild Clicks with Consumers.(Tacoma Power's Click! Network service)

With the Click! Network video service, municipal overbuilder Tacoma Power gives AT&T Broadband a run for its money.

THE CLICK! NETWORK, the municipal telecommunications system in Tacoma, Wash., is lending new credence to the old axiom that it's not what you know, but who you know.

In Tacoma's case, that means marketing cable from the customer-service coattails of a municipal electrical utility with a 106-year reputation for quality control.

The result is Click! -- the Tacoma Power enterprise that is the largest municipal overbuild of an incumbent cable operator. It launched last year, challenging Tele-Communications Inc., now AT&T Broadband & Internet Services.

By seeking to associate its new cable service with the former Tacoma City Light, Click! had signed up 6,000 subscribers as of last month -- most of them TCI defectors.

As areas of Tacoma were rebuilt, a TCI direct sales team would fan out neighbor by neighbor, touting the MSO's new offerings to consumers and emphasizing its renewed dedication to customer service, said Lars Lofas, TCI of Tacoma marketing manager.

"We wanted to be able to say, 'Hey, we've got a new story to tell,'" Lofas said.

To further help its image, TCI added 100 customer service representatives, who are reportedly empowered to make special offers, including free service, to customers calling in with cancellations.

Home to the nation's 19th largest municipal electrical utility, which provides power to some 140,000 customers, Tacoma began eyeing a municipal telecom network in 1996 after TCI and US West Communications indicated they had no plans to upgrade their local networks.

Dissatisfaction with cable, however, was not the impetus for a government-owned network. Tacoma Power was looking ahead to the pending deregulation of the nation's electric industry, which would allow Tacoma residents to shop fur the best possible deal on power.

One method of enticing consumers to stay was to build a network capable of delivering cable TV, Internet access and telephone services on a single bill, city officials reasoned.

"This is a $250 million power business," Klein said. "Building something of this nature was not a reflection of dissatisfaction with the incumbent cable operator. It didn't hurt that people were dissatisfied. But that wasn't the reason.

Some marketing experts agree that government-owned networks with ties to municipal electric companies have a leg up on the incumbent. Consumers feel like they have more of a personal stake in their local power company than in a cable outfit whose headquarters may be thousands of miles away.

"The only contact a lot of people have with a cable company is the monthly bill," said Hal Ross, chairman of Mapes & Ross, a Princeton, N.J.-based market research firm. "And most cable operators don't have a lot of equity with consumers that the municipal system is going to have to break down."

However, maintaining Click!'s momentum won't be easy once TCI starts marketing under the powerhouse AT&T brand name, which will be used on everything from cable to high-speed Internet access to local and long-distance phone services. "AT&T knows a little something about customer service," Ross said.

Nevertheless, city officials believe Tacoma Power is also a powerful brand, and will continue to attract disaffected Pearce County cable viewers.

Early market studies show evidence of the public's confidence in Tacoma Power. A random telephone sampling of 606 area households found that 81 percent of respondents supported a municipally owned telecom network, while just 7 percent opposed it.

Among supporters, 13 percent saw the municipal utility as "a good company," while 9 percent felt it would provide "better service."

Not surprisingly, when respondents were asked for their preferred service provider, 44 percent named Tacoma s municipal utility. TCI was a distant second, with 15 percent.

Meanwhile, the Stanford Research Institute found that 73 percent of local cable viewers would jump to a new service provider offering comparable programming at a lower price. Of those, about 44 percent said they would take a comparably priced service specifically offered by Tacoma Power, an indication of local-market brand recognition, said officials.

The SRI study also found dissatisfaction with TCI was so high, the city could gain a 50 percent penetration rate, which would pay for the cost of the network within two years.

From the beginning, Click! Network executives knew enticing consumers to sign up for a myriad of telecom services would require piggybacking on 106 years of quality customer service offered by the municipal power company.

"We thought that [identification with Tacoma Power] was very important," said Cyndi Wilkstrom, a former TCI employee who defected to Click! as marketing manager. "We were aware of the impact an endorsement like that could have on our name, just like we knew about the possible effects of a negative association."

HAMMER THAT LOGO

In order to associate the Click! name with the utility, the words "Tacoma Power" sit beneath its logo, which is displayed on everything from the simplest correspondence to transit advertisements, monthly statements shipped to customers, technicians' uniforms and service trucks.

The network also plays up its ties to Tacoma Power in ads on local radio and in newspapers.

It's the fleet of service trucks, with the logo deliberately angled across the doors, which is perhaps the most prominent instrument for keeping the Click! name before consumers.

"It's eye-catching, it's playful, it's different," said network spokeswoman Diane Lachel.

Outdoor marketing has also become a crucial instrument in the battle for local cable viewers, with both sides selling themselves off of billboards that have popped up all over town.

For Click!, the billboards are an opportunity to repeat its claim of quality service, while touting the arrival of competition with a none-too-subtle tagline: "Just like that, no more cable monopoly."

TCI, which had never used much billboard marketing in Tacoma, responded with ads pitching programming that appears "Only on TCI," and announcing that its local upgrade was officially "a wrap."

"Tacoma City Light has a great reputation, I'm not denying that," Lofas said. "They have a long history in the market. But we've been around a long time as well."

Ultimately, however, the two sides must compete on rates, with both refusing to engage in any price hikes--so far.

TCI, which has held the line on rare increases, has not waited for the ability to use the AT&T brand to start giving area customers an array of new offerings.

Without an increase in price, it's boosted its expanded basic lineup to 72 channels, priced at $23.94 a month. Click! countered with its Standards Package, which offers a broadcast tier, 45 additional channels, 31 digital music channels and a set-top converter for $23.50 a month.

TCI has been pushing the advantage that TCI Digital provides. In Tacoma, the 117-channel offering is enjoying what's believed to be one of the highest penetration rates in the nation for digital cable--31 percent.

"We want to get digital into every home that we can," Lofas said.

NEW PRICE PITCHES

TCI is abandoning the typical "layered" approach to marketing cable in favor of one-price-point packaging which incorporates digital service with basic and expanded basic, as well as premium programming.

For example, subscribers can now get a streamlined Digital ValuePak 1 package that includes digital, along with expanded basic, one set-top converter and remote, as well as one premium service and Encore for $44.99 a month. The high-end Total Value Pak 4 sells for $69.99, and comes with digital, expanded basic, four set-top receivers, four premium services, Starz! and Encore.

"It has simplified the buying process for the customer, and the selling process for us," said Lofas. "And because of the number of offerings we now have, it gives us a lot more flexibility in our packaging."

Click! responded with a new offering of its own. Late last year, it introduced WorldGate, a high-speed service that allows its subscribers to access the Internet and send e-mail via their television sets.

Marketed at $7.50 a month, WorldGate attracted some 500 customers as of last month.

For those who prefer to surf the Web on a computer, Click! plans to sell system access to area Internet service providers, who would use it in competition with @Home, Stewart said. AT&T has balked at offering that kind of access to competing ISPs, prompting legal action in several communities.

AT&T'S TACOMA TRIAL

Meanwhile, AT&T was eyeing future bundled offerings with a recent marketing trial in Tacoma designed to test reaction to a package of discounted long-distance telephone service and digital-cable service.

"We're pleased with how things went," Lofas said. "And we think we've laid the groundwork for other bundled offerings."

Klein conceded the competitive landscape has shifted dramatically now that AT&T is officially the incumbent cable operator in Tacoma.

"TCI was a mom-and-pop shop," Klein said. "It got by with Band-Aids and patches, supplemented by a digital offering used as a stopgap. But AT&T wants to make this system telephony-capable. They're upgrading all over the Puget Sound area With AT&Ts management and money, I imagine they'll get it right this time."

Study Data from F. Janabisharifi et al Provide New Insights into Robotics.(Report)

"In this paper, Internet-based teleoperation of mobile robots for obstacle avoidance is analyzed. A shared impedance-control scheme is presented, and the results of an experimental study for the evaluation of the effects of different teleoperation parameters are reported," researchers in Toronto, Canada report.

"In the experimental study, the effects of time delay, operator training, image-display alternatives (virtual model versus real images), viewpoint, and force-reflection method were studied. For this purpose, several hypotheses were formulated and tested through the experiments using the introduced quantitative and qualitative measures. A fuzzy force-reflection controller is also proposed as an alternative force-reflection technique, and its performance is compared with a conventional proportional-derivative-type force-reflection method. The experimental scheme was implemented using MATLAB XPC Target and Simulink," wrote F. Janabisharifi and colleagues.

The researchers concluded: "The results could serve as guidelines in the design of teleoperation systems for obstacle avoidance and could also provide directions for further investigations."

Small print that's meant to baffle you.(Business)

THE latest easy access accounts seem designed to baffle savers with increasingly complicated terms and conditions.

Chelsea Building Society's first internet-based account has a headline rate of 2.08 pc after tax (2.6 pc before). But it does not pay interest in any month you make a withdrawal from this new e-Saver Reward account. The exception is April, when you can take money out and still earn interest.

So you earn this rate only if you leave your money untouched for a year -- or limit withdrawing money to April each year. If you make two withdrawals a year plus one in April, your rate drops to 1.73 pc (2.17 pc).

West Bromwich's WeBSave pays 2.28pc (2.85pc), but this includes a 1 percentage point bonus paid only until February 28 next year. And the account is open only to those putting in at least [pounds sterling]1,000 from other organisations.

Alliance & Leicester savers initially attracted by its once top-paying eSaver -- the first issue -- now earn 0.42 pc (0.53 pc) and still lose interest in any month they take money out of their account -- except July.

Savers still in the account could grasp that opportunity to get out. Withdrawing on June 1 would mean losing just one day's interest, costing 12p on every [pounds sterling]10,000.

Saga's new Internet Saver, out on Friday, pays 2.2 pc (2.75 pc) while Coventry's latest 1st Class Saver, Issue 5, out today, pays 2.4 pc (3 pc), but limits you to four withdrawals a year. Both include a bonus for the first year.
